Summary Description:
The Billing Clerk is responsible for monitoring and maintaining patient and corporate accounts for accurate billing and timely claim processing. The Billing Clerk will assist patients regarding inquiries about their account. They will also work with insurance companies and other third-party payors to ensure that health claims are accepted, processed, and paid.

Supervision Received: Reports to the Revenue Cycle Supervisor

Responsibilities:
1. Daily posting of insurance and patient payments to the appropriate account and date of service.
2. Contact insurance and patients regarding unpaid balances. Research, correct and resubmit any denied insurance claims.
3. Assist patients in understanding charges and payments to their accounts.
4. Research and reports credit balances for resolution.
5. Verifies patient and insurance billing information. Processes returned mail, notes the account, and attempts to find new address.
6. Makes payment arrangements for all new patients as needed.
7. Transfer balances as appropriate between payer and patient responsibility.
8. File secondary insurance when appropriate.
9. Assist with eligibility verification by phone with insurance to assure claim payments.
10. Communicates directly with collection agencies and provides them with all pertinent data.
11. Communicates the mission, ethics, and goals of the hospital. Complies with all organizational policies regarding ethical business practices. Represents the organization in a positive and professional manner.
12. Demonstrates responsibility for knowing and adhering to all District and departmental policies and procedures.
13. Understands the importance of patient confidentiality and HIPAA rules and regulations.
14. Other Duties as assigned

Qualifications:
1. High school graduate.
2. Two years of college of Technical School preferred; or
3. Five years related experience and training; or
4. Five years in medical related setting.
5. Minimum of three years’ experience in Billing Office setting is ideal.

Knowledge, Skills, and Abilities:
1. Knowledge of medical billing/collection practices.
2. Knowledge of explanation of benefits analysis.
3. Knowledge of computer programs, spreadsheets, and applications.
4. Knowledge of basic medical coding and third-party operating procedures and practices.
5. Knowledge of legal and regulatory government provisions.
6. Skill in establishing and maintaining effective internal and external working relationships.
7. Ability to enter accurate data and examine insurance documents.
8. Ability to perform accurate arithmetic functions and must be comfortable working with percentages.
9. Ability to communicate effectively and politely with patients, co-workers, and others.
10. Ability to prioritize and complete multiple tasks in a timely manner.

Working Conditions:
1. Subject to varying situations including ability to understand and respond appropriately, effectively, and sensitively to special population groups, including those defined by race, ethnicity, language, age, sex, sexual orientation, economic standing, etc.
2. Frequent contact with a variety of people including prisoners and people with mental, emotional, and physical disabilities.
3. Medical office, exam room, laboratory, radiology, emergency room and professional practice settings. Frequent exposure to communicable diseases and other conditions common to rural clinic environments.
4. May require working long hours in an office environment sitting at a computer and answering high volumes of phone calls. Requires ability to handle customer or employee complaints in a professional manner.
5. May require travel between District sites.

Physical Demands:
Varied activities include standing, walking, reaching, bending, and lifting. Also requires manual and finger dexterity, and eye-hand coordination. It requires standing and walking for extensive periods of time. Occasionally lift and carry items weighing up to fifty pounds. Requires corrected vision and hearing to normal range. This position frequently requires working under stressful conditions and irregular hours. Year-round highway travel between clinics and other facilities throughout the district is required.
